A Campion Willcocks Associate played a pivotal role in creating flexible skills-based 'Job Families' at this government agency, helping deliver a raft of efficiency and cost benefits.

The challenges of change
Paula Morton, the Associate involved, was first assigned to the DVLA in Swansea as Interim Head of Programme and Project Management (PPM). The PPM resource pool was the first in a series of Job Families.

Creating more 'Job Families'
Paula Morton was asked to join the Job Families Project Team. According to Fiona Wilson, Programme Manager, Organisational Change Programme, "Paula's experience implementing similar approaches in other organisations was very useful. This is a new concept for the public sector and there aren't many case studies to refer to. Each of the Job Families for different parts of the business has different ways of working and were set-up individually."

Morton describes the project as being "pretty much self-financing". The cost of the work will be funded by the benefits the changes will deliver in increased productivity, efficiencies and cost savings.

Successful outcomes
The PPM Job Family launched one month ahead of its deadline, while the broader Job Families project will roll-out eight further families up to November 2007.

Fiona Wilson says, "Paula brought two major benefits: outside experience plus experience gained at the DVLA itself from her intial interim management role. Job Families was a long project requiring a lot of work, and we wouldn't be this far forward if we'd had to find things out from scratch. We had someone with authority and expertise, with the right frames of reference. I'd describe this project as one of the big recent successes in terms of change at the DVLA."
